# James Nagle

**JAMES** **NAGLE,** a retired partner and now Of Counsel in the firm of Oles Morrison Rinker and Baker, Mr. Nagle is a nationally renowned expert who has written six books on federal contracting, “*Nash,* *Cibinic* *and Nagle,* *Administration* *of* *Government* *Contracts,* *Fifth* *Edition*,” (2016); “*Whelan* *&* *Nagle,* *Cases* *and* *Materials on Federal Government Contracts, Third Edition”*(Foundation Press 2007); “*Federal Procurement Regulations: Policy, Practice and Procedures,"*(ABA Press, 1987); *"How to Review a Federal Contract and Research Federal Contract Law, Second* *Edition,"*(ABA Press, 2000); *"Federal Construction Contracting,"*(Wiley Law Publications, 1992); and *"The History* *of Government Contracting,* *Third Edition,"*(2^nd^edition George Washington University (GWU) Press, 1999) (3^rd^ Ed. Government Training Inc., 2012).

The former chief of the Logistics and Contract Law Branch of the Department of the Army and a trial team chief in its Contract Appeals Division, Mr. Nagle has extensive experience in all types of government contracts. He has litigated in appellate and trial federal and state courts, Boards of Contract Appeals (BCA), the GAO and the SBA. He has mediated between both the government and the prime and the prime and its subcontractors.

Mr. Nagle is a past president of the BCA Bar Association (and has received its Life Services Award); served on the Board of Directors of the NCMA, and on the board of editors of the *NCMA Journal*, as the book review editor for both the *PCLJ*and *The Construction Lawyer*. He is the founder and past chair of the Public Contract Law Committee of the ABA’s General Practice Section and a Member of JAMS. He received the Federal Bar Foundation Award for Distinguished Accomplishment in the Study of Procurement Law, is listed in *Who’s Who in American Law*and *Who’s Who in America and* is a Fellow of the American College of Construction Lawyers and the NCMA.

Mr. Nagle received a B. S. from Georgetown University School of Foreign Service, a J. D. from Rutgers University, and an LL.M. and S. J. D. in government contracts from The GWU National Law Center. He is one of only an estimated three people who have earned the latter distinction. He teaches The FAR Bootcamp® and Critical Thinking for Acquisition Professionals.
